We own and manage 341 units of rental housing and growing, which are  located within the City of Paso Robles. The organization is fully integrated with housing development, property management, a maintenance staff and resident services.

Job Summary:

Reporting to the Executive Director, the Property Management Supervisor will be responsible for the operation and management of approximately 190 affordable housing units in Paso Robles.  The ideal candidate will have a solid understanding of financial, legal and regulatory matters related to affordable multi-family and senior housing.

Duties / Responsibilities:

Supervise on-site property Resident Managers, including participating in employee hiring, firing, discipline, training and performance evaluations;

Enforce tenant lease provisions, including evictions, handling and addressing any concerns, dispute issues, or breaches of the lease provisions;

Work with management to implement processes and procedures to ensure compliance with all rental laws, including Fair Housing and ensuring California statue policies are current and followed accordingly;

Review and approve tenant move-in and move-out files;

Manage final tenant reconciliation in a timely manner;

Review and approve tenant annual income recertifications;

Assist and help prepare organization for audits by outside funding agencies;

Coordinate asset and compliance requests for Investors, CTCAC, other agencies and partners, as necessary;

Analyze issues and concerns related to daily operations, with ability to provide recommendations to management to improve and/or rectify related issues that may arise;

Work effectively with maintenance and other property management staff to rectify issues that may arise in the operation and maintenance of the housing units;

Be responsive and provide excellent customer service;

Track work orders and deferred maintenance repairs;

Oversee process of tracking rental payments, including late payments;

Conduct property inspections on a regular basis, to identify short-term preventive maintenance and long-term capital planning;

Other duties as assigned.

Qualifications:

High School Diploma or GED, Associate’s Degree preferred;

At least 5 recent years of experience in property management, including affordable housing developments within multiple layers of financing;

Experience with Fair Housing laws, federal and California related statutes;

Ability to life at least 20 pounds in weight and walk up and down stairs;

Access to a car, valid CA driver’s license and current auto insurance;

Astute oral and written communication and interpersonal skills;

Exceptional time management, organizational, multi-tasking, follow-through and customer service skills;

Proficiency with the Microsoft Office suite of products and ability to learn new software applications easily.

Working Hours:

Monday – Friday on a 9/80 basis (80 hours over 4 9-hour days week 1 and 4 9-hour days, plus a day off that week in week 2).

Compensation:

$65K - $80K DOE annual base salary, for this full-time, exempt position.

15 days of paid vacation in years 1 – 5 on an accrual basis;

12 days of paid sick time on an accrual basis;

CalPers retirement plan; eligibility of which to enroll is after 30 days of employment.
