We have developed 449 units (148 under construction) of affordable rental housing and growing, which are located within the City of Paso Robles. The organization is fully integrated with housing development, property management, maintenance staff and resident services.
Job Summary:
The Paso Robles Housing Authority (PRHA) is seeking an experienced Executive Director to further its mission “To provide quality, affordable housing, that promotes quality of life, through a healthy community.” Our vision is to sustain the community of Paso Robles and the northern county of San Luis Obispo in this endeavor. With an ever-growing portfolio of affordable housing projects and services, PRHA enriches the lives of the people we serve. The ideal candidate will plan, direct, coordinate and supervise housing programs and business affairs for PRHA, while representing it within the Affordable Housing Industry, community and the press. The start date will be February 2024 and we will incorporate that forward start date in the offer letter for the successful candidate.
Duties/Responsibilities:
Administrative:
Hire, train, evaluate and supervise staff;
Develop and administer policies and procedures related to daily operations, personnel, property management, redevelopment and accounting;
Maintain working relationships with staff of the City of Paso Robles, property tenants and all other entities and individuals associated thereof;
Prepare annual budgets in conjunction with the CFO for the various PRHA entities for presentation to the Boards and Partnerships for approval;
Maintain and promote relationships with the State and Federal representatives, U.S. Department of Housing & Urban Development (HUD) California Department of Housing & Community Development (HCD), and other Affordable Housing Organizations, oversee reporting and operational compliance and requirements;
Coordinate proposals for grant funds related to Tenant Services and other activities;
Prepare monthly agenda for Board and special meetings, as needed; prepare reports, make Board recommendations involving policies, development, property management, tenant programs, pay increases etc.;
Manage PRHA’s insurances and legal matters.
Property Management:
Oversee property supervisor, maintenance, parking lots, landscaping, common areas, vehicles and equipment owned by PRHA;
Overseeing websites and maintenance thereof;
Enforce terms and conditions leases;
Oversee the Director Community Services and associated tenant programs including the YouthWorks;
Oversee security, tenant meetings, etc.;
Provide property management services under contract with the Paso Robles Non-Profit Housing Corp.
Qualifications:
Bachelor's degree in Development/Planning, Business, Public Administration, or related field; MBA preferred and/or a minimum of 10 years of experience in the affordable housing area;
Possess extensive knowledge of applicable federal, state, and local government programs governing the affordable housing industry, including California Low-Income Housing Tax Credits program as they relate to development, asset management and compliance thereof;
Possess strong supervisory skills, superior leadership and management skills, with emphasis on staff supervision and development;
Proficiency in the Microsoft Office suite of products, especially Word, Excel and Outlook in addition to other industry-related software applications;
Ability to negotiate, manage and interact with Community leaders, equity investors, escrow, co-development partners, general contractors, construction and permanent lenders;
Astute oral and written communication and interpersonal skills;
Exceptional organizational, time management, attention to detail, multi-tasking, problem-solving, proactive thinking and follow-through skills;
Ability to collaborate effective with various of internal and external working styles and represent PRHA to public, financial institution representatives, community leaders and groups;
Ability to prepare, forecast, review, evaluate and interpret various reports and studies, such as monthly progress reports, cost analyses, etc.;
Experience with large and small development projects and master planning including design and proformas;
Experience in all aspects of the development process including: acquisition, planning, permitting, feasibility, design, construction, underwriting and finance;
Experience with multi phased public and private development projects.
Ability to analyze and interpret business terms included in legal documents and financial projections.
Compensation:
$130K - $180K DOE for this full-time exempt position.
